Who is behind CM Jagan's aggressive decisions?

According to political circles, Chief Minister YS Jagan Mohan Reddy had taken the decision of three capitals for Andhra Pradesh with the blessings of Prime Minister Narendra Modi. However, Jagan did not expect that the TDP which has majority members in the Legislative Council will send the Decentralisation Bill to Select Committee. As a result, the chief minister took a decision to scrap the Council. The resolution of abolishing Council was forwarded to the Central government. Political analysts say that the BJP top leaders might have assured to extend support to Jagan in passing Council abolition bill in the Parliament.
