Dwaraka Tirumala Rao, Director General of Crime Investigation Department (CID), in a press meet, explained that there are two things about the leakage of water in to Opposition leader, Jagan's chamber, in Andhra Pradesh (AP) new Secretariat. First is there is no structural defect and second a rain water pipe was broken at the joint. A team from JNTU was called in and they conducted small experiments to certify that there is no structural defect in the building as such. Only the breaking of pipe led to the leakage of water. This is the only source, he said. It is yet to be decided whether the pipe broke by accident or by mischief, he said.
